4-Level Safety Standard℠ · Level 4

Achieving Sustained Excellence

Level 4 — Safety Systems Diagnostic℠ (The Engine). A comprehensive self-audit of your safety systems, technology, and infrastructure — verifying that every layer of protection is operational and optimized.

← Back to The Standard

Technology and Policy Must Work Together.

Most schools have safety equipment. Far fewer have verified that it works, that it covers what it should, and that every policy governing its use is current and enforced. Level 4 closes that gap — self-auditing every safety system, technology deployment, and operational policy across the entire campus.

A camera that doesn't cover the right angle is worse than no camera at all — it creates false confidence. Level 4 evaluates not just what technology exists on your campus, but whether it is correctly deployed, actively monitored, properly maintained, and fully integrated with your emergency response protocols.

What Level 4 Evaluates.

The Level 4 questionnaire covers six safety systems zones — each measuring a distinct technology or operational dimension of your campus safety infrastructure.

Surveillance & Monitoring

Camera coverage, monitoring protocols, and video retention — verifying that surveillance actually covers what matters.

  • Camera placement coverage audit
  • Blind spot identification & remediation
  • Real-time monitoring staffing
  • Video retention policy & compliance
  • PTZ & specialty camera deployment
  • Exterior & parking lot coverage
🔒

Access Control Systems

Electronic access, visitor management, and door control — ensuring the right people can enter and the wrong people cannot.

  • Electronic door lock coverage & function
  • Visitor management system deployment
  • Credential issuance & revocation protocols
  • After-hours access control
  • Panic button & lockdown hardware
  • Intercom & buzzer entry systems
📢

Mass Notification & Communications

PA systems, emergency alerts, and two-way communications — ensuring every person on campus receives critical information instantly.

  • PA system coverage & redundancy
  • Emergency alert platform deployment
  • Two-way radio coverage & protocols
  • Parent & community notification system
  • Backup communication if primary fails
  • Annual system test documentation
🚨

Alarm & Detection Systems

Intrusion detection, fire suppression, and environmental monitoring — the automated systems that respond when humans cannot.

  • Intrusion detection system coverage
  • Fire alarm & suppression inspection currency
  • Carbon monoxide & air quality monitoring
  • After-hours motion detection zones
  • Alarm monitoring service & response time
  • False alarm reduction protocols
💊

Medical & Emergency Equipment

AEDs, first aid, bleeding control, and emergency supplies — the physical resources needed when seconds determine outcomes.

  • AED placement & inspection currency
  • Bleeding control kit deployment & training
  • First aid supply inventory & access
  • Naloxone availability & staff training
  • Emergency supply cache location & access
  • Medical emergency response protocols

Operational Continuity

Power backup, infrastructure resilience, and continuity planning — ensuring critical systems stay functional during and after an incident.

  • Backup power for critical systems
  • Generator capacity & test frequency
  • IT system security & cyber incident plan
  • Safe room & shelter-in-place designation
  • Infrastructure vulnerability assessment
  • Business continuity plan currency

Technology Without Policy Is a Liability.

Every system Level 4 evaluates is self-assessed for both deployment and policy alignment — confirming that equipment is governed by current, enforced protocols.

Policy Currency

Are governing policies current, reviewed annually, and accessible to relevant staff?

Staff Training

Can the people responsible for each system actually operate it correctly under pressure?

System Integration

Do your systems communicate with each other and with external responders as intended?
